Is the personal use of marijuana and Proposition 19 ethical?

I am writing an ethics paper on the ethical boundaries of marijuana and proposition 19 as well and i was curious as to an outsiders opinion. Throw out whether or not you agree with the proposition or whether or not you smoke marijuana and give me your intellectual opinion as to if you believe that the personal use of marijuana is ethical and if the guidelines of proposition 19 are ethical. Ethics, not politics please.
